What changed in distance running shoes

A generation of racing shoes combined a thick and highly resilient foam midsole with a stiff plate running along the length of the shoe. The foam returns more of the energy stored on impact, while the plate stiffens the structure so that the foot flexes less at the toe. Together these reduce the work a runner performs on each stride without changing anything at all about the runner's own physiology.

Because the gain is available to everybody who wears them, the immediate effect was a general shift in times rather than an advantage to any one athlete. The problem for the sport was comparability, since marks set in the new shoes cannot be set beside those achieved before they existed.

The regulatory response

Governing bodies responded by limiting the thickness of the sole and the number of rigid plates permitted within it. Different limits apply to different events, with track shoes restricted more tightly than road shoes because the demands of each are not the same. Shoes must also have been available for purchase by any athlete for a period before competition, which prevents a bespoke advantage for a single team.

That availability rule is arguably more important than the dimensional limits, because it addresses fairness between athletes rather than across eras. The limits themselves were set at levels that allowed most existing designs to continue, which was a pragmatic rather than a principled choice.

Why a line had to be drawn somewhere

Every shoe assists a runner to some degree, so a rule forbidding assistance altogether would amount to a rule forbidding shoes. Regulation therefore has to specify a permitted quantity, and any such quantity is arbitrary at the margin however carefully it has been chosen. Thickness was selected because it is measurable, verifiable at a competition and reasonably well correlated with the effect actually being regulated.

Measuring energy return directly would be more faithful to the underlying concern but very much harder to standardise or to check on the day. This is the familiar trade-off between a rule that captures the right thing and a rule that officials can actually enforce.

The comparability problem that remains

Records set under different equipment rules sit together in the same list, which is a known and unresolved difficulty for the sport. Marking records by era has been proposed repeatedly and resisted, partly because the boundaries would be contested and partly because it devalues earlier marks. The same issue arose with track surfaces, with timing methods and with implement design, each of which shifted performance without any change in the athletes.

The sport has generally absorbed such shifts rather than segmenting its records, treating the list as a historical document rather than a controlled experiment. That approach is defensible provided readers understand what the list actually is, which is why the technology argument keeps returning.

Enforcement in practice

Shoes are inspected at major competitions, and a model must appear on an approved list before any athlete may compete in it. Prototype allowances exist so that development can continue, but they carry conditions covering disclosure and eventual availability to everybody else. Enforcement is easier here than in some equipment disputes, because a shoe is physical, present at the competition and straightforward to measure.

The harder cases involve modifications made after approval, such as additional insoles that quietly alter the effective height of the stack. Rules therefore specify the shoe as worn rather than as sold, which places the responsibility on the athlete at the point of competition.
