Fielding restrictions explained: circles, phases and the limits behind them
Restricting where fielders may stand is the main lever administrators use to set the scoring rate of a format, and each restriction targets one specific defensive tactic.

Why a format restricts the field at all
A captain given a free hand will place fielders wherever run-scoring is easiest, which in limited-overs cricket means spreading them towards the boundary. That produces a low-risk contest in which batters take singles and bowlers concede them, and it makes for a strikingly predictable match. Restrictions force a proportion of the fielders inside a marked circle, which opens the boundary and rewards batters willing to hit over the top.
The rules therefore function as a dial on the scoring rate rather than as a safety provision, which makes them unusual among the laws. Every subsequent adjustment has been an attempt to reset that dial as batting standards have improved.
The circle and what it measures
The inner circle is marked at a fixed radius from each set of stumps, producing an oval region within which a specified number of fielders must stand. The relevant moment is the instant of delivery, so a fielder may cross the line as soon as the ball has been bowled. That timing rule is what makes the restriction workable, since it constrains the starting position without freezing the whole field for the duration of the ball.
An infringement makes the delivery a no-ball, which places responsibility on the fielding captain to count his own positions before every ball. Umpires check the field ahead of each delivery in the restricted phases, and it is one of the more demanding routine tasks they perform.
Phases within an innings
Most limited-overs formats divide the innings into phases with different numbers of fielders permitted outside the circle. The opening phase is the most restrictive, which is why scoring rates run high early and why opening batters are chosen for their ability to exploit gaps. A middle phase relaxes the restriction, producing the slower period in which spin bowling and the rotation of strike tend to dominate.
The closing phase relaxes it further, which is when boundary riders appear and bowlers rely on variation rather than on containment by field placement. The familiar shape of a one-day innings, with its fast start and late surge, is produced by this phased structure rather than by batting fashion.
The leg-side limit and its origins
A permanent restriction caps how many fielders may stand behind square on the leg side, and it applies in every format of the game. It exists because a packed leg-side field combined with a persistent line at the batter's body removes very nearly every scoring option available. That tactic was used effectively enough in the past to be seen as damaging to the game, and the restriction was written to prevent its return.
The limit shapes bowling plans to left-handers and right-handers differently, since an identical line produces a different angle for each of them. It is one of the few field restrictions justified by the character of the contest rather than by the scoring rate it produces.
How restrictions interact with the ball
Field restrictions and ball-condition rules act on the same underlying variable, which is how easily a batter can score without taking meaningful risk. Using two new balls across an innings, as some formats have done, keeps the ball hard through the phase in which the field is most spread. That combination has favoured batting, because a harder ball travels further and a spread field cannot cover a boundary that is being cleared.
Administrators have responded by adjusting both levers rather than either alone, which is why format changes tend to arrive in pairs. Reading any single rule change in isolation usually misses the interaction it was designed to produce.
